Regular Meeting Minutes

President James Soriano called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Evelyn Jones-present, James Soriano-present, Kathryn Kerr-present, Michelle Kundrat-present, Steven Hammond-present

Public Comment: None

Derek Hall went over our bi-annual audit and informed us the ARPA money can be put in our sewer account to use for repairs/upgrades.

Barryton Police Report: Chief Morgan was absent 

DPW Report: Tom Brown read the report-DPW Department has been very busy cleaning up storm damage, started hauling dirt to Central Park for the walking trail, mowing and weed whipping, mowed the big part of Central Park, and getting ready to mow lagoons again, the walking trail, Farmer’s Market parking lot and Marion St. Bridge have been seal coated, presented a quote for a heavy duty tractor bucket, and salt spreaders, the doors at the Office and Meeting room have been fixed/replaced, and work much better.

Evelyn Jones made a motion seconded by Kathryn Kerr to hire Brian Sutton, using land lease money, to haul dirt to Central Park, not to exceed $1,000, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to purchase a heavy-duty loader bucket and cutting edge, not to exceed $1,346.40, roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to purchase a salt spreader from Scientific, provided it comes with a warranty, not to exceed $4,508.80 roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to extend the meeting until 9:30pm, all ayes, motion passes

Courtney Garchow read the Treasurers Report, she did not give bank balances because Derek went over them in the audit report, she has been training Mindy for 5 weeks, and she is doing well, still waiting on sewer loan information.

James Soriano made a motion seconded by Evelyn to accept the Treasurer’s Report as read, all yeses, motion passes

Melissa Lazzaro swore in Mindy Campbell as the Treasurer

Minutes of Regular Meeting August 11, 2021, and Special Meeting Minutes August 19, 2021, were presented

Evelyn Jones made a motion seconded by Kathryn Kerr to accept all minutes as written, all ayes, motion passes

Evelyn Jones made a motion seconded by Michelle Kundrat to build a 12×12 roof on the artesian well in Central Park using land lease money, not to exceed $2,000, roll call-all yeses, motion passes

Melissa Lazzaro read the Clerks report: to get a bigger PO Box the Village would have to change the box number, it was decided to keep the same box, informed Council of a grant navigation program, she will email them the information, needs to order paper, reminded Council and the DPW Director the Due Care Plan inspection is due in October, updated phone list.

Evelyn Jones started to make a motion to purchase paper, and Harold Huff offered to donate some paper to the Village, thank you Harold.

Kathryn Kerr made a motion seconded by Michelle Kundrat to accept the Clerk report, roll call-all ayes, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to pay General Fund bills with check #18720-18765 for $5,855.11 Sewer Fund with check # 3304-3306 for $491.70, Motor Pool fund with check #1351-1352 for $1,549, Local Street Fund with check #1011-1012 for $301.17, Major Street Fund with check #1037 for $88.69 and Solid Waste Fund with check #782 for $2,183.30 for a total of $10,469.52, with $23,721.55, roll call-all yeses, motion passes

Evelyn Jones and Tom Brown are still working on figuring out what poles to put flags on and getting pictures for MDOT.

The Planning Commission is working on the Capital Asset Plan

James Soriano reminded Council they have to come up with a plan for the non-motorized money from ACT 51  

James Soriano made a motion seconded by Evelyn Jones to remove the flag between the Butcher Shop and MacKersie’s due to constant damage from trucks, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to accept the Professional Service Contract from Main-Tech Services INC., roll call-all yeses, motion passes

James Soriano made a motion seconded by Kathryn Kerr to pay Melissa Lazzaro $50 monthly-meeting week, to clean both sides of the office, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Steven Hammond to allow James Soriano and Kathryn Kerr to meet with the Village Attorney to discuss the Land Annexation, Medical Marijuana Ordinance, and sale of Village Land, for up to Two (2) hours, roll call-all yeses motion passes

Evelyn Jones made a motion seconded by Kathryn Kerr to make the Zoning and Code Enforcement check separate from a wage check, roll call-all yeses, motion passes

Kathryn Kerr made a motion seconded by Evelyn Jones to accept the changes to the DPW Policies, roll call-all yeses, motion passes

James Soriano made a motion seconded by Evelyn Jones to change the DPW Policies by taking out overtime after 8 hours and add Emergency hours shall be at time and a half and add consecutive days, roll call-all yeses, motion passes

James Soriano brought up giving Rocky Dunklee a raise, no motion was made, James Soriano suggested to Council if they decide to hire someone, they should not start them at a higher wage than Rocky, and informed Council that Rocky will be having shoulder surgery in October and will be off work for at least 6 weeks.

Kathryn Kerr made a motion seconded by Evelyn Jones to pay James Soriano minimum wage to cover for Rocky Dunklee while he’s off on medical leave, roll call-all yeses, James Soriano-abstained, motion passes

Evelyn Jones made a motion seconded by James Soriano to renew the Labor Law Poster subscription for $29/yr., roll call-all yeses, motion passes

Small Generator quotes were presented to council to look over

Evelyn Jones made a motion seconded by Steven Hammond to accept the bid from F&B Stump grinding to remove two (2) maple Trees, roll call-all yeses, motion passes

Evelyn Jones made a motion seconded by Michelle Kundrat to extend the meeting till 9:45 pm, roll call-all ayes, motion passes

Public Comment: None

Council Comment: Michelle Kundrat informed Council someone told her Tom was in Sunoco drinking coffee and chatting for an hour, Tom denied it, and stated he doesn’t drink coffee, James Soriano is starting Workshop Wednesday on the third Wednesday of every month for Council Members to review the MRA Guidelines and review the new guidelines that come out.
